Roberto Ortiz, MD, AAHIVS
Medical Director

Roberto Ortiz, MD, brings more than three decades of experience in HIV and STD treatment to BLISS Health. He earned his medical degree from the National University of Colombia in 1989 and moved to Florida in the early 90s.
Dr. Ortiz began his career in the field of research, pioneering the clinical trials that led to the discovery and approval of the very first HIV antiretroviral drugs. After many years of trailblazing work, he struck out on his own to establish BLISS Health.
Combining his first-hand experience in clinical research, and a very clear vision, Dr. Ortiz has created a groundbreaking, successful and robust sexual health clinic, with emphasis on HIV and STD care serving a diverse population in terms of gender, age, ethnicity, and social groups.
BLISS Health is a comprehensive, gold standard clinic that also offers care management, mental health support, and medication access for all patients, including those who are uninsured or underinsured.
BLISS offers very ambitious and forward-thinking services that cover all sexual needs, from HIV and STD testing, treatment, and prevention (use of PrEP), to mental health, including financial aid for those in need.
Dr. Ortiz believes the stigma around HIV (and STDs) is one of the biggest challenges that continue triggering new infections. This stigma it’s something Dr. Ortiz works tirelessly to diminish, not only in his clinic but globally.
As the primary investigator in all clinical trials at BLISS, Dr. Ortiz is very active in research focusing on medical intervention and social issues. He’s certified as an HIV Specialist through the American Academy of HIV Medicine (AAHIVM) and serves as a consultant to Bristol-Myers Squibb, Gilead, GlaxoSmithKline, Merck, Tibotec, and ViiV Pharmaceuticals.
Ada Arizmendi, MSN, APRN, FNP-C, AAHIVS
Medical Provider

Ada Arizmendi, MSN, APRN, FNP-C brings more than a decade of experience in nursing to BLISS Health serving patients in Orlando, Florida, and throughout Orange County.
Ada was born and raised in Colombia. She began her professional pursuits at Elgin Community College in Elgin, Illinois, where she earned her Associate Degree in nursing. She subsequently enrolled at Chamberlain University in Downers Grove, Illinois, and obtained her Bachelor’s of Science in nursing.
Following graduation, Ada worked in pediatrics, nephrology, internal medicine, and infectious diseases. She joined BLISS Health in the spring of 2019 and is currently pursuing her Doctor of Nursing at the University of Central Florida in Orlando.
Ada is fluent in both English and Spanish. She’s an HIV certified specialist through the American Academy of HIV Medicine (AAHIVM). Ada proudly holds membership in the American Association of Nurse Practitioners and the American Nurses Association.
At BLISS Health, Ada serves as a sub-investigator for HIV, COVID-19 vaccines, and COVID-19 treatment clinical trials. She also provides care for HIV, HCV, and PrEP in a clinical setting.
Vicky Restrepo, LMHC
Licensed Mental Health Counselor

Vicky Restrepo is a highly-experienced Licensed Mental Health Counselor at BLISS Health. She has over 8 years of experience working with patients with a variety of mental health needs, including trauma, domestic violence, anger management, and substance abuse. She is a specialist in cognitive-behavioral therapy (CBT), trauma-focused cognitive behavioral therapy (TF-CBT), and dialectical behavior therapy (DBT).
After earning her BA in 2010 and her MS in Psychology in 2014 from Carlos Albizu University in Doral, Florida, Vicky worked as a mental health therapist at multiple organizations in Miami. There, she helped counsel individuals with diverse needs, including parent and family counseling, counseling for individuals on parole or in rehabilitation programs, therapy for individuals with substance abuse disorders, and for individuals suffering from sexual addiction.
Vicky is bilingual in English and Spanish, and looks forward to working with her patients at BLISS Health in either language.
Lucianne Silva Machado – LFMT, CCPT
Marriage & Family Therapist

Lucianne Silva Machado – LFMT, CCPT is a licensed marriage and family therapist who brings more than seven years of experience working with trauma survivors to BLISS Health in Orlando, Florida.
Lucianne began her professional education at the University of Havana in Cuba where she earned her bachelor’s degree. She then enrolled at Carlos Albizu University in San Juan, Puerto Rico, where she excelled in the program. Lucianne graduated with the utmost distinction, earning her Master of Science in psychology.
Lucianne is a Certified Clinical Trauma Professional who is also trained in EMDR and Brainspotting. She practices individual, family, and group therapy and works with clients from a systemic perspective. This approach focuses on respecting each individual and collaborating with them to hone their unique strengths and abilities in order to face life’s challenges.
As a member of BLISS Health, Lucianne constantly strives to be a better clinician and human being. She strives to provide the highest quality care, ensuring each patient receives the help they need.
Professionally, Lucianne has a special interest in trauma. She believes that all individuals have the choice to become more than trauma, a number, or a victim. When working with clients, Lucianne encourages healing and transformation. One quote, in particular, guides her treatment philosophy, “Everything can be taken from a man but one thing: the last of the human freedoms — to choose one’s attitude in any given set of circumstances, to choose one’s own way” – Viktor Frankl.
When she isn’t meeting with patients or developing treatment plans, you can find Lucianne working with her hands. She enjoys wood projects as well as dripping and pouring acrylic. To relax, Lucianne likes to read and spend time with her family.
Eric Foster, MSN, APRN, FNP-C, AAHIVS
Medical Provider

Eric Foster, MSN, APRN, FNP-C, AAHIVS brings more than 15 years of experience in nursing to BLISS Health in Orlando, Florida.
Eric began his career pursuits at Roane State Community College in Knoxville, Tennessee, where he earned his Associate Degree in respiratory care technology. A few years later, he obtained his Bachelor of Science in cardiopulmonary science from East Tennessee State University in Johnson City. Eric subsequently graduated from Eastern Kentucky University in Richmond, earning his Master of Science as a family nurse practitioner.
Eric joined the team at BLISS Health in 2018 as a nurse practitioner. He also serves as a sub-investigator for phase III randomized clinical trials.
Eric proudly holds membership in several professional organizations, including the American Association of Nurse Practitioners and the American Association of Critical Care Nurses. He’s also an HIV certified specialist through the American Academy of HIV Medicine (AAHIVM).
Professionally, Eric prides himself on good communication. He’s fluent in German and English and speaks some Spanish. Eric works with each of his patients to ease uncomfortable symptoms and improve their quality of life.
Dianylisse Rivera, MD
Clinical Operations Director

Dianylisse Rivera, MD, brings more than six years of experience in medical research to BLISS Health in Orlando, Florida.
Dr. Rivera began her professional education at Universidad Interamericana of Puerto Rico where she earned her Bachelor of Science in biology. She subsequently enrolled at the Xochicalco University School of Medicine in Mexico, where she obtained her Doctor of Medicine as well as training in minor surgery.
Before focusing on medical research, Dr. Rivera served in several private practices in Internal Medicine. In 2016, she teamed up with Dr. Ortiz to launch BLISS Health voluntary and specifically in the research department.
As BLISS Health’s Director of Clinical Operations, Dr. Rivera is responsible for carrying out clinical trials on various topics, including COVID-19, HIV, STDS and is responsible for the clinic operation. Her extensive knowledge and experience play a critical role in developing safe, effective treatments that encourage wellness and vitality.
Liz Rochet
Lab Manager

Liz Rochet is the laboratory manager at BLISS Health in Orlando, Florida.
Liz is of Puerto Rican heritage, but she was born and raised in the Sunshine State. As a teen, she had a passion for medicine and pursued a career in healthcare, starting off in a chiropractic office filing charts. Over the years, Liz moved her way up the ladder, transitioning to primary care and now, infectious disease.
Liz brings more than 15 years of experience in phlebotomy and laboratory testing to BLISS Health. She’s certified in the administration of IVs and basic life support (BLS) as well as OSHA and HIPAA.
Liz prides herself on accuracy and quick turnaround times. Typically, she’s able to collect and analyze samples within 24 hours and sometimes even sooner. Test results are always confidential and Liz regularly makes herself available to answer patient questions. She welcomes anyone in need of laboratory testing to BLISS Health today.
Enil Antonio Rodriguez Lopez
Care Management Manager

Enil Antonio Rodriguez Lopez brings more than 15 years of experience in social services to BLISS Health, serving patients throughout Orlando, Florida.
Enil was born and raised in San Juan, Puerto Rico. He moved to Florida when he was 20 and has lived here ever since.
In 2006, Enil obtained his Bachelor of Science in social work from Universidad Ana G. Mendez in San Juan, Puerto Rico. He subsequently obtained his Master’s of Education from Ana G. Mendez University’s Orlando Campus, with a focus on guidance and counseling.
Since launching his career, Enil has served in various positions, including:
- Housing Care Manager at The Center for Drug-Free Living
- Medical Care Manager at Hope and Help of Central Florida
- Social Worker at Children Medical Services
- Director of Prevention at Miracle of Love Inc.
- Observer and Supervisor in the Family Ties program for the Ninth Judicial Circuit Court of Florida
- Mental health advocate for families affected by the Pulse Orlando nightclub shooting massacre
Enil joined the team at BLISS Health in 2019. As the Care Management Manager he supervises the care management team, an entity that provides crucial support and guidance for patients living with HIV and STDs.
Enil helps adults and teens access various medical services, including health insurance coverage, STD testing, laboratory screens, pharmacy access to prescription medication, and referrals to the research department.
When he isn’t working with patients one-on-one, Enil enjoys furthering his education. He’s currently completing a one-year certification to become a clinical sexologist.

Wendy Nunez
Nurse Manager

Wendy Nunez is the nurse manager at BLISS Health in Orlando, Florida.
Wendy’s family is from the Dominican Republic, but she was born and raised in New York City.
She began her professional pursuits by earning a bachelor’s degree and is currently pursuing a doctorate degree as a women’s health nurse practitioner.
Wendy is passionate about nursing and loves caring for her patients with integrity and compassion. There isn’t a day that goes by where she’s not excited to step foot into the workplace.
